I think this is a bug.

I have a little problem in my current game with the arcutians, it's like before the last patch, there are millions of ships around their planet but their population stays the same like if there was no planetary attack. I don't know if it is related but I think they started building the planet cracker right before "freezing" their population. At first I thought they had enough births to compensate the attack or something but now there are 30 000 000 ships around their homeworld I don't see how they could manage to survive this.

Have you updated to version 1.002? This was just fixed, and I've seen plenty of planetary invasions work properly since the fix came out.
Furthermore, it is my opinion that Hari must be destroyed.

I updated last night when it came out and all the planetary attacks I have seen have worked but not this one  :(. I started my game in 1.002, I don't understand, looks like a strange interaction between events or something like that, I remember them losing and regaining population before they ended up simply getting stuck. It has been like this for more than 50 years now I think.

Definitely post a bug report on Mantis then, and make sure to include a save.
Furthermore, it is my opinion that Hari must be destroyed.

C:/Program Files (x86)/Steam/steamapps/common/The Last Federation/RuntimeData/ on my PC. Go to your settings and it shows you (and lets you change it if you want).
