Gifting outposts - no longer possible?

I just came back to this game after quite a while, so I'm not familiar with how many change have taken place. Is it no longer possible to gift outposts to other races? I stole a manufacturing outpost from the Acutians, and wanted to gift to to the Skylaxians, but I was only able to find the option to let them use it temporarily. The tooltip for outposts still says you can gift them.

I was still able to do it in 1.607. The option to do so is located at the outpost friendly action menu, though...

Thank you. I was looking at the friend action screen for the target. No wonder I was confused.
