I think this needs some more work.  While it solves the problem of how do I get a tech that a race I'm trying to be friends with without making them mad, it makes no sense from a "why would they do that" point of view.  If this option was at the black market instead, I think it would make more sense in the story-line (and would give you a place to one-stop-shop your old tech needs).

Hmmm, yeah, and the price of a tech should go down based on the number of races that have researched it.
