Crime has always seemed a little awkward. The primary purpose of crime seems to be to limit city population and to give the player another statistic to manage.

Current Crime causes
  • Crimes of Opportunity (No Police presence)
  • Crimes of Litter (per building level?)
  • Crimes of Pollution (per building pollution level)
  • Crimes of Population Density (total city population)
  • Crimes of Population (both this and density are calculated)
  • Crimes of Business (presence of businesses)
I'd like to see crime diversified and then reduced as the maximum limiter to population growth. I like the idea of city growth being limited by there being better places to expand to and expend resources than remain in a single mega-city. As it stands, there is not enough mid game content working to encourage expanding and developing cities.

Some proposals for crime relationships to in game causes
Along with an example of what race would have a higher coefficient for this type of crime.

Pollution causes neurotoxicity which leads to crime. (e.g., Peltian)
  • Total Pollution in city causes citywide crime level
  • Total Pollution in city causes crime proportionally to the total employment, housing, and entertainment provided by a building
  • Changes current mechanism to be caused by Smog, or Smog weighted by population exposure as opposed to per building crime.

Litter and Crime
  • Litter increases crime (petty crime, but all crime is lethal crime on the Planet) (e.g., Evuk)

Commercial and Industrial Buildings
  • Money and resources allow opportunities to increase crime (e.g., Krolim)

Racial Characteristics and Crime
  • Certain Races generate more crime (e.g., Burlust)
  • Crime parameters per race may exist, I haven't searched for them

Population Density and Crime
  • Total City Population increase crime. (e.g., Boarine)

Wealth Dispartiy/Apartments and Crime
  • Too much Bunker & Dense housing versus Spacious & Luxerious housing increases crime (e.g., Skylaxian)

Planetary Rage and Crime
  • Planetary Rage increases crime (e.g., Fenyn)
