Instant cultural victory

Hello,

I think it would be logical to disable the construction of  free cultural stuff during setup, i just did try for fun, and end with victory turn 1.

.....bugger.  I'd forgotten about this one.  Seen it before.... didn't do a thing about it.  Forgot immediately.

It's reported on Mantis though (twice, now, as I missed the fact that there already was one...) so that'll get fixed soon enough.
