Hacking Used

I'm not certain this is a bug, so I thought I'd ask;  does difficulty give you a discount on hacking used?  I'm experimenting with one of the Basic quick-starts, and there is only opposing AI faction.  Hacking tool-tip says I have spent 20 hacking points against this faction.  History of Hacks disagrees, with the total of all actions there coming to 70.  So something is kerfluffy here, but I'm not sure what.

Hacks against neutral objects like an Advanced Research Station or Coordinator doesn't increase the response.
