What's with the raiders in the tutorial?

I just got around to playing the tutorial (after many many games on my own :D ) and am left with one question: what's with all the cloaky dudes? As far as I could tell, the tutorial didn't mention them, and they didn't do anything until I built some decloakers and then they all started going nuts. Is that some kind of easter egg, or what?

(BTW, the tutorial did help with one thing -- it got me considering transports more as an option.)

The tutorial is meant to show off a variety of game mechanics, but it doesn't show everything.  Don't know much more what to say than that; the ships are cloaked but are passive until you get in firing range.  All the ships in the tutorial are brain-dead passive. :P
