Unit Caps

Just out of curiosity, I was wondering why unit caps are at 99, not 100 or 198, not 200 etc.

I realize its due to balance and such, but would 1 or 2 extra units tip the scale? :)

Most unit caps are based off a central variable, and that has periodically been adjusted, etc.  So the numbers don't tend to be "smooth".
