I was starting an invasion of a markIV world with a planetary shield booster. I assumed that is had a sane amount of health like the radar jammer that ailed me on a previous world. After rushing it i realized that it had 2,000,000,000 health :-\

What am i supposed to do with this thing? Normally id just destroy anything that causes planet wide effects quickly and move on.

These are ones that are intentionally non-rushable, and cause a permanent effect on that planet.  So that makes those planets a lot tougher to crack, and generally a good tactic with them is to rush the command station and fight those ships that then come off the planet after you.  Then when YOU capture the planet you capture that booster/inhibitor, and the former penalty is now your bonus.
