Sci Vessel gathers knowledge from neutral planet

This sort of behavior should have been removed with knowledge raiding. The sci vessel description says it cannot get it from "hostile" planets, but I thought it meant any that were not under your control. Working in the .72 version

This is the intended effect.  "Hostile" means hostile, not neutral.  If a planet is neutral, you already paid the AIP cost for that planet, so you're free to get the knowledge as far as I'm concerned.

Oh...great! I thought I would not be able to get k from any planet not under my team control without the MkIII.

No worries!  My goal was not to make knowledge gathering in general onerous, I just wanted to prevent it from being easy to get without causing an AIP increase.
