From a quick glance at the code: the diameter of the inner ring is 120,000 range units; the diameter of the outer ring is 160,000 range units.

Hum, can we get some kind of control to draw circles of various ranges centered on the mouse?

i.e. "Hold R, mouse-wheel to change size, number of radial-units listed in text, center screen."

There are several tricks to doing that and they may not work in all cases.

You can click on a turret, don't confirm to build and it works even if you already build max of that turret on planet, then hover on the map and use different turret for different range. The only turrets that don't work very well is snipe/spider for this.

I know it is not what you are looking for but it may be useful until we get something like this.

Edit: For hostile planet use mobile builder + cloaking
