A city shard spawned on a planet I already owned

I triggered the fifth city shard search while finishing the fortications on my fourth city. I'm not sure whether this a bug or a feature, but for some reason it spanwed on a planet I already owned, and where I believe i've already found one shard. I'm not complaining, but I thought someone might want to take a look.

Feature, it changed a while back so that your boarders don't matter for spawning. All that matters is how far it is from your homeworld now.
