Spire Archives both in same system

Both Spire Archives generated in the same system. Playing Version 7.001.

I sent Scout IV to poke around most of the map. It found both Spire Archives in the same system. Is this a bug? Or plain bad luck? I've kept a save if it is the former.

It happens from time to time. Especially when you are on a small map. It will cause you to get the K twice as fast, but you only get one Spire Archive worth of K.
