Microsoft .net framework installs every startup?

The game would not start, so I followed the guide of everything I needed to install and went with the big 250 MB .net framework download and installation.

The game now runs but...every time I start it up it says it's running a first time .net framework installation and takes around 3 minutes to finally run the game.

So the game works, but the 3 minute wait is kind of annoying. Is there a fix?

I went googling and found some stuff where another game (Global Agenda) had this problem when installed from Steam, and eventually google turned up this result from our very own tech support forum (from before my time, turns out) :

Basically the deal is that Steam is calling the installer again, rather than AI War actually having anything to do with it (AI War can't stop Steam from doing it), but there are ways to sort of fool Steam into not doing this.

In other news, later this month we'll be doing betas of the new Unity3D-based AI War that won't require all these prereqs

The trick in renaming the 4044whatever installer file (to anything else) worked just fine.
