non technologist AI

I was under the misconception of believing this meant i wouldnt be facing IV systems at the beginning of a game (give or take here)
When we started the second system we took was a IV system, and it took us a couple of hours to do :P
AI difficulty is 7.4 / full non tech

is it meant to be that way?
because i dont think we faced any such systems on difficulty 7 (although we didn't completely finish that campaign, it was just a bit too easy)

The location of IV systems is based on the map you are playing, not so much the difficulty.  If you play the new map on a difficulty 7, you'd still have the IV system where it was, most likely.  The "non technologist" random simply excludes certain AI types which use higher-tier waves and reinforcements on ALL of their planets.

Having high-level planets scattered throughout the galaxy map is something that is just native to the game in general; if a really tough one starts out next to you early on in, you may want to simply avoid it.  Or, if it has stuff you want, it's harder to take as you saw -- it really depends on how you treat it, but most of the time I tend to leave those for later myself.

yup thanks, it wasnt an issue except we had to go all out on that system :P 10 times
its not an issue, unless such a system decide to attack at the beginning and then ravage new players :P

Systems can't attack other players, so you're at no added risk from a high-level planet being nearby -- I'd recommend checking the wiki about cross-planet attacks in particular if you want more info there, but also the entire AI section (near the bottom) is filled with useful stuff along those lines.
