Yes, everything you build costs some amount of energy. Unlike Metal, however, this is more of a continuous measure: You have X total energy production, you have Y total energy consumption, and X is bigger than Y so everything operates. You cannot save up energy to spend later, which means that if Y, your usage, is bigger than X, your production, you will start to have problems.
