Umm, wait, how do you free prisoners?

So burlust conquered skylaxian's homeworld, the planet info says there is 83m skylaxian prisoners, but skylaxians don't exist as option in prison free section(nor in incite resistance one). Is that because they don't have planets left or what? And is that intentional?

 I don't believe you can currently interact with those prisoners directly - but if, e.g., another races conquers it and is honorable enough, they may be released to re-govern the planet.

 The Burlusts won't agree to let them go, I'd say. Just keeping them for sport.

EDIT: I do wonder if you are supposed to be able to free them and turn them into resistance fighters..

Yeaaaaaaaah, I'm talking about the hostile action which states that you free prisoners and turn them to resistance fighters. For some reason I was unable to do that and so skylaxians died all out... Is this intentional or oversight because dead races get removed from action list or something?
