Saving POWs

so, while I wasn't paying attention, the burlusts swept aside the peltians and captured their planet, leaving just 25 million of them alive as prisoners on their own homeworld. The game is telling me that I can free them but I can't seem to figure out how to go about doing that. How do I save my owls?

I'm pretty sure what it's asking you to do is use the Smuggle In Resistance Fighters hostile action and choose Peltian pirates to be the ones you smuggle in (assuming, of course, there's at least one Peltian pirate base).
