Just something that occurred to me in my current game:
I have been tanking (i.e. lowering) the RCI ratings of races like heck e.g. to soften them up for ground invasion.
While I really like the fact that this is possible and effective (I asked for it - it want it to stay that way!) I have to say that being able to do it and getting paid for ruining a race's life is likely a bit over the top. There currently is no real opportunity cost at the moment, even if devastating all four RCI ratings of a planet to something like -100.
Just to be very clear: I do not want time to be the limiting factor here again! That was just frustrating.
But applying some credit cost to the "destructive" RCI dispatches would go a long way, both in terms of consistency and gameplay, I think.
Maybe simply make the current pay-off into a cost for a start? If this turns out to be not enough the cost can still be raised later.
