TLF Betrayal Mode - Possible bug

I attacked the Skylaxian homeworld and tried to drop their Medical RCI...and nothing happened.  The RCI didn't drop, I didn't appear to be spending resources or credit.  I tried other RCIs and saw the same behavior.
All this was last night and I polished off the Skylaxian homeworld without RCI attacks.
EDIT:  Today I was able to replicate the bug and submitted a Mantis post.
