How to turn prisoners into resistance fighters?

Recently picked up the game again and lost the Andors early due to a quick raid from the Burlusts.
There still are Andor prisoners on the planet, though.

The "prisoners" tooltip mentions that these can be turned into resistance fighters "with some effort".

Does anybody know what that means?
Is there a way to get the Andors back into the game?

PS: After having the Skylaxians take the planet from the Burlusts the Prisoners have become refugees - just in case this changes something...

I don't recall this mechanic, either having seen it as a tooltip or running across it in the code. :\
