In my experience, at least, the Thoraxians are the most militarily powerful race in the game.  Given equal technical footing and equal numbers of ships, the Thoraxians' effective military power generally comes out ahead.  It certainly does so in the event the Thoraxians are the last race to become spacefaring.

The Thoraxians are the most second powerful race in the game in my opinion, but theyuse that power much better than the Burlusts, who I believe are the most powerful in the game in my opinion. The Burlusts declare war on everyone so their military is weak alot of the time, while the Thoraxians they build up and engulf, and then repeat, and as a result kill everyone.
