How do I create a federation with the Boarines and Thoraxians?

So the Boarines, Thoraxians and I are all BFFs and "create federation with Boarines and Thoraxians" is lit up on the federation progress graph. Now what? I can't seem to find an option to actually create the federation anywhere. The Borine regent have a priority of solar unity. The Thoraxian queen has gone through the following moods: defensive, warlike, neutral, and cooperative. I tried all the political menus for these races during each mood but I can't find an option to actually create a federation.

I have the same problem in my game, the menu options to create a federation appear to be missing on those two races.  It just isn't there.  Joining an existing federation seems to work fine, but creating the initial federation is missing from the options for the Boarine Regent and Thoraxian Queen.
