Should dispatches to *lower* RCI be Expense dispatches again?

Just something that occurred to me in my current game:
I have been tanking (i.e. lowering) the RCI ratings of races like heck e.g. to soften them up for ground invasion.

While I really like the fact that this is possible and effective (I asked for it - it want it to stay that way!) I have to say that being able to do it and getting paid for ruining a race's life is likely a bit over the top. There currently is no real opportunity cost at the moment, even if devastating all four RCI ratings of a planet to something like -100.

Just to be very clear: I do not want time to be the limiting factor here again! That was just frustrating.

But applying some credit cost to the "destructive" RCI dispatches would go a long way, both in terms of consistency and gameplay, I think.
Maybe simply make the current pay-off into a cost for a start? If this turns out to be not enough the cost can still be raised later.

Considering that neither the friendly nor hostile RCI dispatches pay very much, it might be interesting to have the hostile ones cost even just that little bit.  And it kind of makes sense to have the hostile RCI dispatches cost money when the friendly ones make money.
On the other hand, it makes more sense for all the RCI dispatches to be money generators.  Maybe the cost/payoff could depend on the current RCI level at the time the dispatch was started?
