Maximum ground troop power?

In my last game I had Burlusts in my federation. I gave them every researchs the more-advanced Skylaxians/Acutians were doing.

This includes technologies that improve ground forces. But after reaching an insane 3,5T ground-power on the main Burlusts world, I wasn't able to increase it more, even with new techs ???

Did I reach a limit? :o
