Relations not improving

Hi, in my game (the first one I play) the Andors were hated by everyone due to poor public order, I decided helping them to improve it but though now it is pretty good (and have been that way for a long time) the other nations keep hating them for exactly the same reason, what may I do about it? thank you for your answers

Does the number on the relationship breakdown stay the same, or keep going up? The former is probably a design oversight (they remember past things that made them not like the Andors, but if conditions have changed one might expect it to decay over time), the latter is definitely a bug.

Either way, you might want to post a save (preferably on Mantis so the devs can take a look at it :)
