So according to this thread, the primary AI decisions that are missing are:
- when to make withdraws, especially from an non-essential planetoid.
- when to defend friends and alliance members.
?
What about:
- when to actively sue for peace
- possibility of accepting player advice to intervene in third party war
?

In general when one alliance member gets attacked, all the others will respond, but there does seem to be some issue there that is preventing it from working totally right.
That's good to hear: it's meant to be a thing.  Nice.  I've not seen it happen yet so if it's a bug then we can soon look forward to seeing any club including the Skylaxians becoming nigh on impenetrable.  ;)

FYI, coming in 1.021:

* Now armadas in fleets of a race or a formal ally in docking range of a planet/outpost, despite not actually being in the planet/outpost's list of defense armadas, will count as defending that planet/outpost (and be displayed as orbiting it, as long as they're there).

* Races will now sometimes send fleets to help defend the planets of their formal allies.

* The Defending-Armada-Count and Defending-Armada-Power figures on the under-the-planet solar map overlay now include a breakdown of who exactly that count and power is coming from, similar to the attacker breakdowns on the enemy figures.
