Rework idea for Union of independent states

*Unaligned races that have an average influence with all federation races (including the Hydral) over 200/300 join the federation automatically.

*Unaligned races that have an average influence with all federation races (including the Hydral) under -200/-300 join the Union of independent states.

*Being in the Union of independent stats does not prevent a race from joining the federation, but they must first have an average influence with all federation races (including the Hydral) of 0 or higher and the credit cost to get them in is doubled.

*The Union of independent states does not disband on its own.

*Federation races that have an average influence score with the other federation races of under -200/-300 will start to go through tension with the federation. If this goes on for too long, they will leave the federation and join the Union of Independent states instead.

*Having the Skylaxians in the federation adds a -50 modifier to the average influence requirement for races to join the federation or to join the Union of independent states.

*Having the Burlusts in the federation adds a +50 modifier to the average influence requirement for races to join the federation or to join the Union of independent states.

*Having the Andors/Boarines in the federation provides a passive influence boost between all federation races.

1) Races will only join the federation if the Hydral personally intervenes.  This proposal adds a means for races to join the federation on their own.
2) Influence scores between races are largely meaningless once the federation has been formed.  Again, this makes those influence scores meaningful.  If you add a race to the federation that everyone hates, it has a big effect.
3) The Union of Independent states forms if you don't include certain races in your federation and ignores what they think of everyone else.  This gives a good reason as to why races would join such a faction and doesn't force you to wipe out a bunch of races if it does form.  It's still insanely difficult to get races out of there and into the federation, but it's quite possible.
4) Once a race is in the federation, it will never leave unless it hates the Hydral specifically.  It doesn't mater if they absolutely loath everyone else in the federation, so long as they're cool with the Hydral.  This proposed change makes it so that you do have to make sure that everyone is getting along once in the federation.

Then it sounds like a very valid and interesting additions. I like that you make things more independent of the player. I think your suggestions would make for a more interesting game. 

just as a side note, I have been playing civ 3 that i got off steam for most of the day and was thinking that more autonomous behaviour that you mention, on the races part would make for a more interesting game. I think it would also be nice to have more diplomacy and trade that is initiated by the races toward other races.

Just an opinion, and largely based on your suggestions and, as you can probably guess on my playing civ all day.  :)
