Public Order RCI - Always keep high on every planet?

A negative public order value does two huge things:
Decreases that race's relationship with everyone else.  When people stop getting along with each other, forming a Federation becomes a lot harder.
Radicalizes political opinion - more protesters and insurgents.  This leads to fireworks of the bad kind.

Based on these two things, why would I ever want a negative social order RCI on any planet?  Completely regardless of what my other plans are?

If you want that race to go to war with a lot of other races, it's helpful -- possibly you have no hurry people of getting them into the Federation, but you need the other races to gang up on them more.

Except with the Thoraxians or the Andors.  Their public order RCI can't drop below 0 due to the nature of their societies:
  • The Thoraxians are an insectoid hive mind.  Independent thought doesn't exist for them.
  • The Andors are a robotic utopia.  While citizens think independently and individually, each one is literally programmed to consider the good of their society before themselves.
On the other hand, if various expatriates of one or more other races end up on one of these planets, would negative public order impact them?

Yep, indeed about them being capped.  And nope, public order is a global thing, so expats aren't affected by that either.  When you're on the Thoraxian planet as a guest citizen, you behave. ;)

Not that their orderliness keeps the Thoraxians from going to war with people.  Hive Queens are a pretty harsh bunch.

Authoritarian warmonger societies tend to be pretty orderly internally, in my limited observations (through reading).   :P
