Pro-Federation Skylaxians

Are there any ways of getting the Skylaxians to be more pro-federation, beyond replacing a third of the senate and hoping for the best?

I think that goes up when you have higher influence with them, if the federation exists, and if they're in the federation.

It definitely seems to be tied at least partially to what they think of you. I never managed to get the skylaxians into the federation, but they started the game at like 30%, and by the time my influence with them was into the hundreds it was 99%.

Please note however that this did not stop them from forming the Solar Alliance and then killing me.

The solar axis pact is what happens when two races become too powerful/have more than two planets. It'd be nice if they had a lower chance of forming it the higher your influence is with them, though.
