I Need To Report What I Think Is A Bug

Perhaps I'm missing it, but I'm not finding any tech support or bug reporting forums, so I guess I'll report this here:

I captured a science station from those SOB's the Arcutians, and, after hiring a bunch of Goons to beef up security, decided to outsource the research to the Skylaxians.  Problem is, I never got the promised increase in influence.  Is that a bug, or does it come after the outsource period (I think 60 months) is over?  I really regret tieing it up for that long and not seeing anything in return.
