It's the Thoraxians.  They don't really see the value of individual life at all.  It's like selling a finger when you have a million fingers and the ability to grow more.  The Acutians note that "even they have limits" on their capitalism in their text about it, actually.

He's probably referring to the fact that Peltians (and Burlusts) actually give _positive_ influence for it.  The Thoraxians don't give positive or negative.
