Bug: no positive influence given

This just happened to me with two seperate races, where no matter what I did I couldn't get any positive influence anymore (negative however kept on working :( ). At this rate I probably have to abandon my game and start anew.

(here's teh save attached for those who care, the races, where this is happenign are the Skylandrians and the Acutians)
