In my current game the Union Of Independent States formed.
If I see this right, all of the usual ways to bring a race into the federation no longer work with members of the UIS (i.e. bring them in using the Skylaxians, pressure the Burlusts, etc.), right?

All the respective deals say "this race is already in an alliance implacably opposed to the federation".

Just to make sure I really have to purge all these guys form the solar system ;D...

If you hover over the UIS (or any other hostile alliance) icon on the solar map, it gives you the details of what you have to do to force dissolution.  With most of them it is when only a single member is left it dissolves.  So pick who you want to live, and kill the other (presumably) two in the UIS. :)

Forgive my bluntness, but doesn't this make the various hostile alliances fairly samey - both in terms of coping with them as well as their overall effect?

I would have actually fairly liked to be able to e.g. bully the burlusts out of the UIS, or make one of the races like the skylaxians enough to switch alliances :-\...

I could see that the hostile alliances make such strategies harder - but altogether denying (all) of them seems like artificially limiting the depth that the game usually has to offer.

Or am I missing something crucial here?

Has anyone tried starting infighting within an alliance?  It seems that if two allied members hate each other, eventually they'd break apart.

I don't think this is the case currently. I had a game just now where the Acutians and the Burlusts were actively at war, with a negative 90-something relation, but then they both joined an anti-federation group together. They still kept the crummy relations, but the war stopped.

And then the Peltians went on to wipe out the Burlusts, which was kind of entertaining. I have to admit, the computer message when the Peltians take a world is amusing.

You should make a mantis ticket about that; it seems rather important, as far as feedback goes.

I liked it better when you could buy out existing hostile alliance members.  Maybe bring it back with increased credit cost, and unavailable for some alliance types (e.g. the Betrayed, if it's what I think it is)?

I do think that something needs to be done about how you get people out of hostile alliances. As it is, one will automatically form after you get your third race into the Federation (or is that only if a race or two has already been popped?). If you've lost anyone, you're on your way to the ending where the computer says you had to kill half of the solar system for the Federation. It kind of sucks, but as far as I can tell I don't have any other options.
Furthermore, it is my opinion that Hari must be destroyed.
