How to access ice belt tech quests?

I can't seem to access the ice belt quests where I search for Hydral tech. The notification pops up in my lefthand bar, but I can't figure out how to activate it.

It's under friendly actions. You need to fly to a planet in the Ice Belt (not exactly sure what defines a planet as in the Ice Belt, but it's usually the ones furthest away from the sun).

You also need to at least be at zero influence with the race inhabiting said planet.

Outposts in the ice belt also would work, IIRC.  Or outposts in the asteroid belt.  All outposts are in one or the other.  If they aren't spacefaring yet, better smuggle! ;)
