Replayability

Are the AI personalities, techs, etc. randomized?  Without that I don't see a whole lot of replayability here.

The race personalities per se are not randomized but hand-crasfted.
There is a lot of replayability here nonetheless, though, in terms of the solar system developing differently each time in terms of:
- How compatible each race is with its homeworld (which is randomized)
- What techs each race gets as a free unlock at game start
- Which random events strike which race
- Which starting year you choose
- Which influence you make by choosing which races you lift too space early, which acts/deals you perform, etc.

and probably lots of stuff that I have forgotten about ...

I'm hoping that an expansion will add more variety to the universe itself, in the form for colonizable planets and stellar phenomena.

Technically, all the races are always present in every game.

That said, what sort of shape they are in and which ones are going to be important can vary from game to game. A race that is very strong in one game may end up being fairly useless in another depending on how favorable their starting conditions are and what happens to them during the game.

I've not had any games play out in even a remotely similar fashion.  It's a different story everytime.
