Title: Dispatch: Property Development - costs

If you take a Dispatch: Property Development mission in order to build a Building of any kind, that building has a cost associated with it.
The planet apparently pays this cost IMMEDIATELY upon starting the project.
If you are then forced to abandon the project, it DOES remember that you've been working on it for X months, so the time stays diminished.
However, if you want to continue on the same building, you DO have to pay the cost for it all over again.

I noticed this when I tried to build the same attitude building 3 times due to planetary sieges, and the Perovskite ran out.

It'd be great if you could upvote and comment on my ticket (http://www.arcengames.com/mantisbt/view.php?id=14676) for this issue to let Arcen know this is still happening in 1.012.
