Burlust Federation Deals

Seems like all the Burlust Federation deals have two 'checks' on them, both involving your influence with them. One is whether your influence is greater than -25 (which is a most recent change), the other is if your influence is greater than 50.

Would make sense to consolidate those two together, just for the sake of keeping the verbiage in the tool-tips down!
