Can I take over an outpost?

Hi everyone!

Not being prt of the Alpha tester crowd I am quite new to the game, so maybe this is a silly questions.

In my game, the Acutians (who hate me fiercely) hold the remains of the Hydral planet as an outpost. I figured it would be appropriate if I liberated this and took it as my own. 

Now, the game mentions at several points that the player himself can hold outposts. There are dispatch missions to construct some (which mention that you do not have to hand them over afterwards) and the option to hire security goons to defend outposts.

However, I see no way to attack it. The defending force is 0 (i.e. there is none). The only hostile option available is to attack the planetary forces and this option is marked as red, because... there are no forces! The planet details list just the emergency reserve.

So, is there a way to attack (and take over) this thing? And if so, how am I supposed to do it?

Taking over outposts refers to Manufacturing, Science and Military outposts, not the Hydral Planet Remains Outpost, which isn't really an outpost as far as this issue goes

Actually just Manufacturing and Science outposts.  You cannot capture military ones, instead you simply destroy them.

Argh, yes, of course. I found out about that the hard way, and I think I elected to forget right after that
