Obscura quests in every mode?

Is it intended to have the Obscura quests happen in every mode? It's kind of annoying having them happen in Nightmare/Misery, there is a relationship penalty for ignoring it and the Obscura are really tough. Also it's potentially overpowered since you can raise a parameter by like 900 at once or cure any disease with it. I'm almost ready to just uninstall Betrayed Hope and see what happens.
There was another bug I found too, on Misery combat level it seems like when you deliver spacefaring technology the turrets will all spawn really far away from the drop zone, on the opposite side of the map. It makes it really easy to just get all of the relationship points and money from everyone right away.

What do you mean by "every mode"? Betrayal/Normal/Tech Race, etc.? If so, no the Obscura shouldn't play a role there (at least that's my impression and I never encountered them).

Yeah in Federation mode at least, I don't think the quests actually came up in Betrayal. Pretty much every time someone gets a new disease or their RCI levels drop to below -900 or so. I just redownloaded the game from Steam if that helps.

Here's a quick snapshot, as you can see the Obscura are nowhere to be found but the Andors know just where to find them to fix their ADA virus.

Ah, those quests. Yeah, those are normal quests just like "get some stuff from pirates" quests. The Obscura are just temporary opponents in those quests. At least that's what I think.
