Some tips and tricks for new or advanced players

If by "big surprise" you mean "stuff will kill you more" then.... yes. Yes there's a big surprise and indeed I did not specifically inform you that you'd die more. Or at least I probably didn't.
There IS a bit of genuinely new content in this update, but other things will come later. This patch is mostly about the massive, massive fixes the game needed.
Though as I said elsewhere there are changes that weren't necessarily on the changelog. Probably my fault I cant ever remember the damn thing, so it's likely there's some enemy/boss related changes that aren't there. The Warden and Terminus and a few others have more HP now, I do remember that bit....
EDIT: Ah, I do remember one enemy-related thing that's not on there, I added a new enemy called a LumiFlare to the game, which has three variants. It may or may not be irritating.

My 2 cents on beating normal:
The cardinal rule of rougelikes applies: Survival first.
This means several things for Starward Rouge (in order of priority):
-get as much max hp as possible
->personally I aim for 25+ vs Warden and 40+ vs Terminus
->get all the health shards
-conserve those hp
->the lvl upgrade which gives you +4hp per health item is really strong. helps greatly when rng doesn't like you
->never run around with less than max hp if health items are available
-kill stuff in ways which don't put you into (unnecessary) risk:
->high range: kill stuff from afar
->homing shots: kill stuff around corners, kill stuff before you even see it with high range homing shots
->use cover
-kill stuff before it can kill you
->get as much dmg upgrades as possible
->have high firing rate so you don't need to be a sharpshooter to actually hit stuff
->find a way to create peak dmg to help you out of tight spots. For example: Tons of energy or the "+50 energy on kill" sac item or...
->don't be shy to blast out all you got if you're about to loose major hp
Obviously there are different approaches to the game, but in my humble opinion this is the way to go to consistently beat a difficulty level which is not too easy for your shmupping skills. The "-" points also apply to true rougelikes btw. With that in mind i've beat Tome and Stonesoup.

Hmm, what about... Fragment? Honestly I think that is quite painful too, especially when I encounter 2/3 at the same time, which zips across the map leaving a huge mass of large bullets.

Hmm, which version of the game are you playing? The Fragment got changed so that it only fires the huge doom burst once and then switches modes, but that's in the beta branch of the game (which you can choose to download in Steam).
Or... at least I think it's specifically the beta branch. I cant fully remember what is or isn't in the "normal" version.
For the original Fragment, well... just try not to get hit, heh. For the one that switches modes, get it's attention, get far away, and then when it's done you can go after it, but you have to make sure to give yourself room to deal with it's rapid shot, so it's better to deal with it in more open areas at that point.
