Hmm, which version of the game are you playing?  The Fragment got changed so that it only fires the huge doom burst once and then switches modes, but that's in the beta branch of the game (which you can choose to download in Steam).

Or... at least I think it's specifically the beta branch.  I cant fully remember what is or isn't in the "normal" version.

For the original Fragment, well... just try not to get hit, heh.  For the one that switches modes, get it's attention, get far away, and then when it's done you can go after it, but you have to make sure to give yourself room to deal with it's rapid shot, so it's better to deal with it in more open areas at that point.

Steam version. I am not sure about the "mode" you are talking about, but it fires a huge burst, then zips around for awhile, and then bursts again, and runs around, etc.

Also, looks like "jump scare" type like this do fire at you when you are too close, even without firing anything. Is it the normal behavior? Currently, I normally use the Humble mech so I simply trade($) shot to shot with anything unpleasant.

Ah, yeah, Fragment in the base version of the game right now is a bit of a mess.  There are some other things that needed a good changing too.  The beta branch is the upcoming "Perk Overhaul" update, which you can try out if you wish (it's pretty much ready to go at this point, finally....).   Some things in that version (well, okay, a lot of things) are better balanced.  For Fragment, it'll only fire it's huge attack once, and then it'll shift into a whole other mode and stay that way, and wont fire it's giant burst a second time.

And yes, enemies can "wake up" just by you getting close.  Each has a specific range for that.

Is the beta branch just called "beta"? I see quite a few other numbering/tags in Steam's beta option.

Looking at them myself, yeah, the one that just says "beta" seems to be the right one
