Act II - Natural Wonders in AI Territory

I'm a little confused as to how to get my study camps to natural wonders in AI territory in order to complete Act II. I've done a bunch of Linguistic Research, so I can presumably talk with the AI now and negotiate access, but can't figure out a way to do that. Is that just not implemented yet or am I missing something?
