Not sure if this is a bug or just a feature I dont understand yet

While playing I noticed that there was not enough housing for all my people. So I decided to build a couple of apartments, but even after I did so if still said themax population was 2100, while it said I had enough housing for around 2900. I am just wondering if this is a bug that should be reported or am I just misunderstanding a feature? Also if anyone wants to see a save file of this, and then I will try to figure out how to post one.

Also found something else that might be a feature or a bug. Despite having fully upgraded linguistics with the Neinzul they are still speaking gibberish. Again not sure if this is supposed to be fully implemented or not.

okay 1 are your citizens all have jobs? and are they all being fed? if no to one of those then that's why it says that(weird I know but its not a bug) you need those 2 things to keep your pop increasing 2 that is 100 percent a bug you should report it to mantis.

Now that I think about it I think I ran out of meals in terms of the first post, but I am not sure so I will check tommorow seeing as I am out of time today, same with reporting the second issue on mantis.

Alright, so apparently I was just being pretty stupid as apparently you need to research some more stuff to unlock all the linguistics, and I thought it was all unlocked at the start.

oh I see when you said fully upgraded I thought you meant actually  full linguistics not pretend. (that might need looking at though if its going to end up confusing people)
