strange evuk social policy

I don't understand evuk diseases resistance the detail data says that it increases the infection rates of any disease you get by 0.25 percent why would I want this?! I was just wondering if anybody whos more thoroughly  played as the evuks could tell me if it does what it says it does because I have a felling that word error there.

x0,25 means actually that it is divided by 4. 4 x 0,25 = 1.
