How do "Per tile" buildings work?

The Hazmat Station lists it's pollution cleaning strength as 108 per tile, but I don't see what that means. Is that per tile in the territory which it is placed?

If I'm not mistaken it's per tile in the territory. So if you check your buildings pollution production you can get a sense of if you're cleaning is sufficient. Same with crime I believe

Also, the actual pollution reduction is value/10, so it is just 10.8 per tile in the territory.

Why is that? Is the tooltip incorrect? Or is that a bit buggy? Just being curious.
