Embassies and Finding City Centers

I seem to be having a really hard time with embassies, simply because I can't find city centers! Anywhere else in the cities I click does nothing, I seem to have discovered the entire Zenith city (I'm Skylaxians in this playthrough), but even when  I click every tile my embassy does nothing and doesn't have the city target. Is finding the city centers really difficult for anyone else or am I the only one?

Same issue for me not sure if it's a bug or I'm just doing something wrong.

I also haven't been able to get Embassies to work.

I have been able to get them to work, but only with the Thoraxians. I had to find the Hive Queen building or something along those lines.

I tried with a the Queens Nest on the Thoraxians and it still didn't work.

Just bomb everything else, the building that tkes multiple hits has to be the city center

That's actually a decent idea. Problem is, even when you do that the building refuses to work with the embassy. Though that may be a "You just bombed my entire city back to the stone age, I'm not talking to you jerks" reaction.
