Use building count as a trigger for rogues/barbarians?

Just a random idea that crossed my mind: How about keying the appearance of roaming rogues/barbarians from city building count instead of planet rage (which maybe could provide an additional scaling of difficulty and reasoning for eligible targets in the form of rage inducing buildings).
Should be easy enough to implement and provide a means of control to protect the player in the very early game.
