What would that change with the fenyn hazmat though? Terra-cleaning aside, their hazmat is only about as good as their lander is at the job, last I checked.

I believe at base value that its actually even worse something horrible like 15 clean-up.

Pollution reduction instead of pollution cleaning is definitely something you guys have been advocating for, and I could see that one working really well and making a lot of sense that way.  That might be one to throw on mantis just so it doesn't get forgotten.

I think Chris mentioned that the game tries to align them to natural borders between biomes as far as possible...

EDIT: I found it:

Territories are funky-shaped, but usually follow natural boundaries like mountains and so forth, and then expand onto the mountains so that each adjacent territory is capturing part of the mountains, or one territory gets all of it.
