As far as I can tell, having luxury housing just means that you get less population/space efficiency and have to provide more services (including elite cuisine and entertainment). What reason do you have to ever build them rather than just sticking with apartments?

None whatsoever!  ...yet.  ;)

In a prior version they were able to build up social progress.  In an upcoming version (today or tomorrow) you'll see their new international abilities.

hey just wanted to remind you that the starting modifiers that have anything to do with social progress need changing.
